Mission Creek Subbasin SGMA (Sustainable Groundwater Management Act)

SGMA compliance in the Mission Creek Subbasin is managed by the Mission Creek Subbasin Management Committee (Management Committee), which includes DWA, CVWD, and Mission Springs Water District (MSWD).
Mission Creek Subbasin SGMA Alternative Plan
On December 29, 2016, the Management Committee submitted the 2013 Mission Creek-Garnet Hill Water Management Plan along with a Bridge document to the California Department of Water Resources (DWR) for review and evaluation as an Alternative to a Groundwater Sustainability Plan. DWR reviewed the Alternative Plan, and on July 17, 2019, determined the Alternative Plan met the requirements of SGMA and approved the plan. DWR informed DWA, CVWD, and MSWD that they would be required to assess and update the Alternative Plan every five years, with the first plan update due to DWR by January 1, 2022. 2022 Mission Creek Subbasin Alternative Plan Update
The Management Committee worked together to prepare the 2022 Alternative Plan Update. Following a public hearing in December 2021, the Management Committee agencies adopted the 2022 Alternative Plan Update and submitted it to DWR on December 29, 2021. 2027 Mission Creek Subbasin Alternative Plan Update
The 2027 update to the Mission Creek Subbasin Alternative Plan is due to DWR by December 29, 2026. For information on the latest updates to the plan, upcoming community workshops, and other details, visit the Mission Creek Subbasin SGMA website.
Mission Creek Subbasin Annual Reports by Water Year
Mission Creek Subbasin GSAs are required to submit an annual report to DWR by April 1 each year. This annual report is a “year in review” that summarizes groundwater conditions and progress made on implementing the projects and management actions identified in the Mission Creek Subbasin Alternative Plan and Plan Updates.
