Assembly OKs Solar Power Bill

Desert Water Agency has power on the mind. Due to new legislation that has passed throughthe California Assembly, the valley water agency can sell wholesale power.
The agency already has a football field-sized span of solar panels that power the operations center- including offices, shops and a warehouse. Now that the new legislation allows for it, the agency hopes to triple the amount of solar panels, about a $5 million project, and generate a greater amount of power, said general manager Dave Luker.

The bill was sponsored by the Desert Water Agency and carried through by Assemblywoman Bonnie Garcia, R-Cathedral City. "For the last couple of years, (Garcia) has been looking for ways to promote alternative energy, especially in the district," said Garcia's legislative director Sharon Gonsalves. Gonsalves said the bill was well-received in the assembly.

"We had no problem with it, it just flew through and was on the consent agenda for every committee," she added.

At Desert Water Agency, some of the solar energy will be used to power the agency's reclamation plant. Any excess will then go into the local grid. Luker said customers will not see a decline in rates, but this project should slow any rate increases.

"Power is a big number for us," he said. "Anything we can do to chip away at that serves to help overall operating costs." But these plans are still a few years off. "This year we wanted to get the legislation cleared up," Luker said

He added that they have not budgeted for the project yet or created plans to build but they hope to add it to the 2008-09 budget. He also said they will buid it in phases - the first will double the existing panels and the second will finish the expansion.
